The NG Ground Segment Subcontract Management Team (SMT) Lead will co-locate to work in residence with a major subcontractor in Columbia, MD and will provide both programmatic/management and technical leadership in this role. The SMT Lead will represent NG as Prime to the supplier and shall facilitate timely information flow between the Prime and Sub. The SMT Lead will provide managerial assistance in the areas of: project management, cost accounting, task tracking, independent risk assessment, coordination of direction, and process compliance monitoring. This role also requires oversight of technical activities, with a large emphasis on software development, to include requirements development, design, code, integration & test. The SMT Lead will manage a staff that includes a subcontract administrator (located in Redondo Beach) and manage reach back to technical staff in Redondo Beach on an as-needed basis. Key counterparts include the subcontractors Program Manager, the NG Ground Segment Acquisition Manager, and many of the NG Ground Segment IPT leads. Familiarity with the challenges associated with the integration of software to hardware, and supporting higher level I&T is a plus. The technical role will also require review of technical artifacts produced by the Supplier. Strong written and verbal communication skills are required with the ability to interface effectively with engineers, Supplier program management, the customer, and other stakeholders. This job requires an individual with strong leadership, interpersonal, and change management skills able to thrive in a dynamic work environment, and be able to lead others to achieve program objectives. Applicants should have excellent problem solving skills and technical ability to understand the architecture and the design of the system. This position reports directly to the Acquisition Manager. The following are the basic qualifications for this position: * Current DoD Secret clearance * Bachelors degree in Computer Science, Engineering or related field * 20 or more years of closely related technical/managerial exp including 10+ yrs in software development * Experience with software project management; full familiarity with the software design life cycle * Experience in subcontract management, including the establishment and successful execution of subcontracted activity, the tenets of earned value management system, and the implementation of an IMP and IMS * Familiarity with the engineering change proposal process Contingent upon contract award.
